NY Legislature Returns to Session

ALBANY, N.Y. (AP) -- New York's Legislature is scheduled to return to session to close the state budget that was due April 1.

But little if any action is expected at the Wednesday evening session.

The Senate's Democratic majority is going to be without one vacationing member. That means the majority won't have the 32 votes needed to pass the last remaining bill needed to finish the state budget.

But there also are no agreements to vote on. In Albany, governors usually don't compel the Legislature into extraordinary session unless the governor and legislative leaders already have come to agreement in closed-door negotiations.

Gov. David Paterson, however, has refused to negotiate, saying the Legislature must first pass a budget.

The Democrat-led Assembly has passed all its budget bills.
