What about Speaking English and Know Where They Are Going !! I take a Taxi every day in NYC and I can tell you 95% of the time it is Not a pleasurable experience ! NYC take some lessons from London and Tokyo !!

Interesting they worry about dress codet vs. enforcing cabbies picking up customers who flag them down.

Stand any time on Water & Wall and watch cabbies pass by customers flagging them down or see how the cabbie pulls over and will not let the passenger in until they describe where they want to go only to see the cabbie pull away.

Cabbie are selective about picking up people. How about the TLC enforcing the rule to pick up a customer without having to negotiate with the driver?

If this continues try the bus or the train!

I dont care what cabbies wear as long as its something people can walk out onto the street in and that they drive safe.As long as its not pajamas or a bathing suit.They can wear a disney character mascot for all I care.
