WCBS 880's Sean Adams reports

Nutley police don't know what the device was, but it scattered plastic fragments over several feet. Carmen lives down the street and showed WCBS 880 reporter Sean Adams the police chalk outlines.

"This is where they found all the pieces of shrapnel, all these circles?" Adams asked.

"All these circles, yes," said Carmen.

Adams then asked, "So, what does that tell you?"

Carmen answered, "I'm a little concerned."

So, was it kids, a reckless joker, or someone up to no good? Police don't know. They're examining the explosive remnants for clues.
