The incident happened around 11:30 a.m. in an apartment building on South Oak Drive and Cruger Avenue in Bronxwood.

1010 WINS' Sonia Rincon reports no one had noticed the toddler had fallen out the window. The girl was home with her father at the time of the fall.

An EMT who was in the area noticed the motionless baby, who was dressed in a diaper and had a slipper missing, on the sidewalk and told Rincon that at first he thought the child was a doll.

"I heard someone say, 'Oh my god' and then I knew that the child probably fell out the window," Willis Sands said.

Sands felt the baby's pulse and put her head to the side to help her breathe before yelling out for someone to call 911.

During the commotion, the girl's father looked out the window and yelled that it was his daughter, a neighbor said.

Neighbor Anwar Anderson told CBS 2's Derricke Dennis the family was inconsolable.

Rincon reports the window did not have a protective guard. New York City laws require window guards in apartments where children live. However, Dennis reports the guard was on the windows late Monday night.

It is not clear how long the baby was laying on the sidewalk.
