"It's well-intentioned. We certainly need to be thinking about how we get more New Jerseyans back into the workplace," said Carl Vanhorn, director of workforce development at the Heldrich Center at Rutgers University. "And of course, from the state's perspective, it's a good thing to try to get them back in the workforce and to stop paying them unemployment insurance benefits."

Though he says it may be more effective for the state to partially subsidize wages to help companies keep existing workers, or offer money so companies can get these extended unemployed workers ready.

"To help train that person up to where they need to be successful," he said.

He says those strategies are proven to be better than tax credits, but says this plan can work.
