    Everyone is ignoring the biggest offender who makes these thefts so easy – The Clowns at TSA. By requiring that you hand your checked luggage over to them UNLOCKED to be inspected OUT OF YOUR SIGHT and neither allowing you to lock the bag after the supposed inspection AND/OR not locking the bags that can be locked (ie: Ones with combination locks that are activated by just resting the numbers on the lock) after they have had a change to look at it, they send the bags though the system UNLOCKED and thus subject to being opened and looked through by any baggage handler who wants to find contents to steal. BAGS HAVE LOCKS FOR A REASON – TSA REFUSES TO ALLOW THEIR USE TO PROTECT THE CONTENTS. Leaving the bags unlocked also allows stuff like contraband (or bombs) to be inserted into the luggage after it has been inspected.
