Mawahib Elbahi, whose husband is a diplomat at the Permanent Mission of the Republic of the Sudan at the United Nations, is in stable condition at Elmhurst Hospital.

Police say the 31 year-old was carrying her 1-year-old baby and walking with her young daughter outside their Astoria building when a bullet tore into her shoulder.

One witness says the neighborhood is no stranger to violence.

"All the time, at least once a week there's something going on here," he said. "Two weeks ago there was a stabbing. Every other day, like twice a week, there's fight going on. It's a lot of gang violence in the area too so that's probably the situation."

Investigators say they believe the shooting stemmed from a dispute between two groups and don't think she was the intended target.

Her children were not hurt.
