Gov. Andrew Cuomo told the Staten Island Advance that he's proposing a new discount plan to the Port Authority of New York and New Jersey. The plan would mean that a 60-percent price drop would kick in on the third trip of the month over the Goethals Bridge, the Bayonne Bridge and the Outerbridge Crossing.

Right now the discount doesn't start until the 10th trip.

Cuomo said that the $4.75 toll is the lowest peak rate in ten years.

The Port Authority is set to vote on the plan on Thursday, with the discount to kick in 30 to 60 days after that.
