It's conditioned deep in New Yorkers - see orange on the windshield and even the best mood can turn ugly.

'People hate that envelope. You know, it's terrifying," said Boris Rasin.

But what if that ticket wasn't a ticket at all?

"Sort of like reversing the role of government and the citizens," said Kenny Komer.

Rasin and Komer are not parking agents. They're street artists with the group Concerned New Yorkers and the envelopes they've been putting on windshields in New York City contain not a summons, but a survey about the NYPD.

Komer says the idea came when he stopped and frisked at a subway station.

"Wanted to to provide a platform for people to express their feelings in sort of a fun way," he told WCBS 880 reporter Alex Silverman.

There have been critical responses, they say.

"[They say] sometimes cops are very nice to them and that's all they know about the experiences of cops," Rasin said.
