It is not known if the two men, who were wearing black suits and helmets, leaped from a plane or a building, Kelly said.

Police are reviewing surveillance video.

Kelly said footage shows two people with parachutes walking away from the scene.

"They were seen walking with parachutes away from the location," Kelly said.

So far, no one has claimed responsibility, 1010 WINS' Juliet Papa reported.

"No banners, no notes were left," Kelly said.

The investigation is ongoing.
