1010 WINS' Juliet Papa spoke with Herbert, who said there are constant threats against the city, including the recent threats by ISIS.

"We're trying to identify people that are influenced by them that are living in New York City or coming back to New York City," he said.

Herbert added that there is no information that any ISIS group is in the city right now, but the team remains vigilant.

As for the vulnerability of the city's subway system, Herbert told Papa there are expanded patrols and high alerts on the system and all over the city.
