FDNY Laborer Accused Of Falsifying Time Sheets, Taking $21,000 He Didn't Earn

NEW YORK (CBSNewYork) -- An FDNY laborer was facing charges from the city Department of Investigation Thursday, on allegations that he lied about working overtime and fraudulently took home $21,000 in extra income from the city.

Emanuel S. Gordon, 34, of the Bronx, works in the FDNY Fleet Services Division in Long Island City, Queens, according to a news release from DOI Commissioner Mark Peters.

The DOI alleged that on 82 occasions between January and November of last year, Gordon submitted false time sheets in the CItyTime digital timekeeping system. He did not scan out on the CityTime hand scanner when he was scheduled to leave for the day, and instead manually entered false clock-out time to make it appear that he had worked 431 hours that he had not, the DOI said.

As a result, Gordon allegedly took $21,166 in overtime pay he had not earned, the DOI said. He was actually at home during the time he claimed to be working, the DOI said.

The investigation into Gordon's alleged conduct began in October, after an FDNY supervisor reported discrepancies in his time sheets, the DOI said.

"A City employee who fabricates his time sheet to grab income for work never conducted commits a crime and steals from the City and its taxpayers," Peters said in the news release. "DOI will continue to work with its City and law enforcement partners to ensure that taxpayer funds are not squandered."

Gordon has worked for the FDNY since 2003, and makes $261.92 a day – resulting in a base pay of about $68,360 in 2015, the DOI said. He also made $61,470 in overtime pay, including the $21,166 connected to the criminal charges, the DOI said.

Gordon stands charged with grand larceny, falsifying business records, offering a false instrument for filing, and official misconduct. He has been suspended without pay, the DOI said.
