Fire officials are investigating after a Westchester car dealership went up in early Wednesday.
After store employees and police tried to remove the handcuffs to no avail, they eventually were able to free the unidentified man’s wrists with bolt cutters, police said.
Recent storms have devastated parts of Westchester County and now some money is being spent to actually prevent that flooding.
