Springfield Superintendent Michael Davino cited concerns that dressing up for the day detracts from the learning process.
The mandate is part of legislation that was approved earlier this month by a state Assembly panel. It would also require that faculty and staff be trained to recognize and handle dating violence among students.
The measure allows parents to move their children to schools across district lines, if space is available.
