Inappropriately Discarded Cigarette To Blame For Fire At James Monroe Elementary School

Custodian Jerome C. Higgins, 48, of East Brunswick, was charged with a petty disorderly persons offense for smoking inside the school, the Middlesex County Prosecutor’s office said.
