The plan allows livery cabs to pick up passengers in upper Manhattan and anywhere in the four other boroughs. It’s set to begin on Monday.
The lawsuit wants to block a law allowing car services to pick up passengers who hail them on the street in the outer boroughs and above 96th Street in Manhattan.
