New York City public schools will be closed Thursday after a fast-moving storm moved full-force into the region overnight bringing an icy mix of snow and rain.

Mayor Declares Weather Emergency; Storm Intensifies

In a frantic effort to avoid another chaotic and dangerous situation, the mayor and top agencies released a 15-point action plan to combat future storms, including the one expected to hit Tuesday.
