Cuomo is issuing an executive order to require the training of all executive chamber staff and other top officials. Training must begin by Jan. 31. The training must be completed with 60 days. Employees who will have to undergo the training include agency commissioners and their top counsels.

Good-government groups praised the action and said it sends a message to state government rocked by corruption and ethical scandals over the last four years.

Cuomo says honor and integrity will be the hallmark of his administration now in its second day.
