ALBANY, N.Y. (AP) — New York Gov. Andrew Cuomo says he expects a bloody fight over his upcoming budget, but not a state government shutdown.

Cuomo also refused Thursday to confirm predictions by lawmakers that his Feb. 1 budget proposal will include 5,000 to 15,000 state worker layoffs.

A Cuomo spokesman later dismissed the estimates as “speculation” because any decision on job cuts hasn’t been made yet.

A government shutdown would stop all but emergency and public safety services. It’s one of the biggest concerns among lawmakers and public employee unions as well as advocates for school districts, hospitals and other public services.

    Public safety should remain the number one priority and he should be prepared to deal forcefully with the unions. Previous governors and mayors did not have the will to stand up to the unions. Andrew Cuomo talks a tough game, but will he, a Democrat, be able to stand up to the unions? I’m a Conservative and I’m pleased with the things he’s been saying lately. I just hope his actions match his words. New Yorkers must be willing to make sacrifices. The government can’t be all things to all people.

    I volunteer at a local preschool that has Universal Pre-K. People would be shocked at how much food thats intended for these kids is thrown out! NYC laws do not allow the teachers to bring this perfectly good, untouched food home nor can they donate it. This is the type of waste that adds up to milliions of dollars. There’s lots of waste like this. For example, teachers can’t order reading books from because they are forced to buy the exact same books from “approved vendors” for quadruple the price! If the bureaucrats were spending their own money, they would try to get the best value for their buck.

    Governor Cuomo should set up a website where average New Yorkers like me can share our experiences with stupid wastes of taxpayer dollars. If there is one already, I hope someone can post a link so I can contribute more examples.

    I think Cuomo will do everything he can to avoid layoffs. He knows how damaging this would be. He’s got a tough job ahead of him considering the mess that was left behind for him to clean up. If anyone can pull it off, he can.
