Nasty 2-Part Storm Bearing Down On Tri-State Area

NEW YORK (CBS New York) -- The New York City Office of Emergency Management has issued a Hazardous Travel Advisory in advance of the two-part storm that will begin to hit the tri-state area in the pre-dawn hours on Tuesday.

OEM said the dangerous conditions will be present during the Tuesday morning rush and could continue through Wednesday evening's rush hour.

The Tri-State will be looking at a mixed bag of precipitation that will all depend on where the rain-snow line settles.

The National Weather Service has issued a winter storm warning for parts of the Tri-State Area from 1 a.m. Tuesday until 7 p.m. Wednesday. Low pressure from the Midwest will begin to make its way east during the overnight hours Monday, producing a day-long period of precipitation throughout Tuesday. The second phase of the storm is currently in Texas and will arrive during the early morning hours on Wednesday.

Forecasters expect the snow to arrive after around 4 a.m. Tuesday. The off-and-on snowfall will continue Tuesday morning and leave up to 2 inches of accumulation. By Tuesday night, however, the precipitation is expected to change over to a sleet-snow mix for parts of the area.

By Wednesday morning, sleet and freezing rain threaten to leave area roads icy for the morning commute. The storm could end with a brief period of snow on Wednesday night.

Accumulations could range from a coating to 2 inches south of New York City, 2-5 inches in the city, 5-10 inches in Westchester and as much as 2 feet above Poughkeepsie. There's also the potential for icing throughout the area. South of the city, however, will likely switch over to rain.

For Long Island, the event will begin Tuesday morning as snow, will turn to sleet by the afternoon and then become rain during the day on Wednesday before finally exiting as light snow showers on Wednesday night.

OEM is warning NYC motorists to use major streets and highways for travel if possible and also advised keeping the name and number of a local towing service in case of break down.

OEM urged property owners to clear snow near fire hydrants so fire fighting operations are not impeded.

The city Department of Transportation has also suspended alternate side parking regulations and payment at parking meters until further notice.

Accumulations throughout the area could knock down tree limbs and power lines.
