The NYPD is also dealing with Fashion Week, the U.S. Open, several Mets home games, and the arrival of the U.S.S. New York on the West Side.

They have their eyes on the transit system, the NYPD's harbor unit has teams of specially-trained divers and convoys will be equipped with bomb technicians, snipers, and heavy weapons teams.

"We have to maintain a 360 degree perimeter and a view of what's going on," Kelly told WCBS 880 reporter Marla Diamond. "Al-Qaeda affiliates that exist in Yemen and Somalia and other places and then the so-called lone wolf terrorist is something we are very much concerned about."

While there are no specific 9/11 threats against New York City, Kelly emphasizes it's the terrorists' number one target.

"Osama Bin Laden spoke about 9/11/11 as a date for a possible terrorist attack," said Kelly.
