Mark Staake, 41, and his nephew Tanner Ruane, 23, were arrested on conspiracy to commit murder and other charges.

Authorities said the two were recruited by Dana Martin, who previously served time with Staake. The 45-year-old convict is obsessed with the teenage heartthrob and even has a tattoo of Bieber of his leg, police said.

Martin, who is currently serving two life sentences in New Mexico for raping and killing a teenage girl in 2000, told investigators he felt slighted by Bieber after writing to the star several times without getting a response in return, according to the affidavit.

"This perceived slight made Mr. Martin upset and that, coupled with Mr. Martin's perception of being a 'nobody' in prison, led him to begin plotting the kidnap and murder of Victim 3 (Justin Bieber)," the affidavit said.

The affidavit said the trio named four people on the hit list. Two were former acquaintances of Martin. The others were Bieber and his bodyguard.

"When asked to explain why Victim 3 was to be killed, Mr. Martin states that Victim 3 has a measure of fame and that he (Mr. Martin) had become infatuated with Victim 3," the affidavit said.

According to the document, the first two victims were to be tortured and killed in Vermont, which included using hand-held hedge clippers to castrate both men. Ruane would be the one to do the castrating for $2,500 per testicle, the affidavit said.

Police said after killing the first two victims, Staake and Ruane would then travel to New York City to kidnap and kill Bieber while he was in town to perform at Madison Square Garden. In order to get to Bieber, his bodyguard would also have to be killed, the affidavit said.

The affidavit does not say whether Bieber or his bodyguard were also to be castrated as part of the alleged plot, as previously reported.

"By travelling to Vermont and committing the torture/murder of Victims 1 and 2, Mr. Staake and Mr. Ruane would be well-positioned to travel immediately into New York, locate Victims 3 and 4 and carry out the murder of Victim 4 and the abduction/murder of Victim 3," the affidavit said.

The plot was foiled when Martin for some reason called authorities on his partners.

"In the end, what Mr. Martin states he was seeking was a measure of notoriety so that there would be people outside of prison who would know who he (Mr. Martin) is," the affidavit said.

Staake was arrested in Vermont. Police said Ruane was tracked down in upstate New York with weapons and pruning shears in his car.

The investigation is still ongoing.
