Eligible seniors must have less than $36,000 a year in income, 1010 WINS' Carol D'Auria reported.

De Blasio said the complex will be built with the lessons of Superstorm Sandy in mind. There will be no apartments on the ground floor.

"This will be a seven-story building and the apartments will be on the second through the seventh floor," the mayor said. "The ground level space and any building systems on the ground level have flood protections in place."

The building's ground floor will feature stores, parking spaces and special services for seniors.
