NEW YORK (CBSNewYork/AP) — Arizona will be hit the hardest when Obamacare premiums go up next year.

The Department of Health and Human Services revealed Monday that premiums for a midlevel benchmark plan will increase an average of 25 percent across the 39 states served by the federally run online market, and that about 1 in 5 consumers will have plans only from a single insurer to pick from, after major national carriers such as UnitedHealth Group, Humana and Aetna scaled back their roles.

However, in Arizona, unsubsidized premiums for a hypothetical 27-year-old buying a benchmark “second-lowest cost silver plan” will jump by 116 percent, from $196 to $422, according to the administration report.


But HHS said if that hypothetical consumer has a fairly modest income, making $25,000 a year, the subsidies would cover $280 of the new premium, and the consumer would pay $142. Caveat: if the consumer is making $30,000 or $40,000, his or her subsidy would be significantly lower.

Sen. John McCain, R-Ariz., called the Affordable Care Act a “failure.”

“Arizona families are demanding affordability, accessibility and choice when it comes to their health care – not the expensive, restrictive and poor quality care that has been forced upon them by Obamacare,” McCain said in a statement. “Until President Obama and Congressional Democrats wake up to the law’s failure, and until we repeal and replace it with solutions that encourage competition and put patients back in charge, the Washington-knows-best approach will continue to unfairly burden the Arizona families it was supposed to help.”

Obama administration officials are stressing that subsidies provided under the law, which are designed to rise alongside premiums, will insulate most customers from sticker shock. They add that consumers who are willing to switch to cheaper plans will still be able to find bargains.

“Headline rates are generally rising faster than in previous years,” acknowledged HHS spokesman Kevin Griffis. But he added that for most consumers, “headline rates are not what they pay.”

The vast majority of the more than 10 million customers who purchase through and its state-run counterparts do receive generous financial assistance. “Enrollment is concentrated among very low-income individuals who receive significant government subsidies to reduce premiums and cost-sharing,” said Caroline Pearson of the consulting firm Avalere Health

But an estimated 5 million to 7 million people are either not eligible for the income-based assistance, or they buy individual policies outside of the health law’s markets, where the subsidies are not available. The administration is urging the latter group to check out The spike in premiums generally does not affect the employer-provided plans that cover most workers and their families.

Republicans, including Donald Trump, are united in calling for complete repeal, but they have not spelled out how they would address the problems of the uninsured.

Hillary Clinton has proposed an array of fixes, including sweetening the law’s subsidies and allowing more people to qualify for financial assistance.

The law makes carrying health insurance a legal obligation for most people, and prohibits insurers from turning away the sick. It offers subsidized private plans to people who don’t have coverage through their jobs, along with a state option to expand Medicaid for low-income people.

Largely as a result, the nation’s uninsured rate has dropped below 9 percent, a historically low level. More than 21 million people have gained coverage since the Affordable Care Act passed in 2010.

      Actually it is much more than that. Before Obamacare 240 million Americans were insured. The Population was 290 m. Now thanks to 25% of the population of Mexico squatting on US soil we are up to 330 m population. Obamacare has been dropped by over 30m people under 30 and another 30 million that are exempt under IRS for the policies not being affordable. The claim that Obamacare insured 19 m was fantasy. Those people were the subsidized policies. Net net Obamacare, the largest tax in US history against business and individuals actually insured roughly 240 million identical to the number of people insured before Obamacare. It is a total bust and is paid for in after tax dollars. So the cost to business is enormous. A family of four making 60K income must pay 20K in after tax premiums AFTER the 60K is taxed. Thus if Taxed at 20% that leaves the family of four with 48K to which they must pay all living expenses and 20K obamacare. They are left with 28K for food, clothing, shelter, saving for education etc. It is the largest tax ever levied against the middle class in history.

  2. What is the problem? In the year 2010 with the Democrats in control of both houses, ACA was passed and Obama signed it into law. Isn’t this what you Democrats wanted? No Republican voted for it.

    It’s now 2016 and the real effects of the ACA are now beginning to sink in. As a Democrat, do you still want it? 20 million uninsured are now uninsured if you want to believe our government. Aren’t you now happy? Just overlook the fact that your health insurance premiums and deductibles have tripled because you now have a warm and fuzzy feeling that 20 million previously uninsured are now insured. Thank goodness for people like you.

    ACA, ISIS, and now the Phillipines will be Obama’s legacy once he leaves office. The 8 year experiment is over and it is a failure.

    It is amazing that people who think we cannot afford to pay for doctors, hospitals, and medication somehow think that we can afford to pay for doctors, hospitals, medication and a government bureaucracy to administer it.

    It is hard to imagine a more stupid or more dangerous way of making decisions than by putting those decisions in the hands of people who pay no price for being wrong.

    The democrats have perpetrated a con on working families. Remember when Obama said, “ACA would save families an average of $2500…”? Or that “You can keep your doctor and your plan…” Then, after re-election, he admitted that he lied. HRC wants to fix this but there is only one way to fix ‘bad math’ and that is to throw more money at it. But that’s a temporary fix. AZ isn’t the only one hit hard. TN, MN, TX etc are seeing shocking increases as well. So the question becomes: If HRC wins, what will ACA premiums be in 2018, 2019, 2020? The sad thing is the con and destruction of what was a decent system (admittedly the old system had problems). Now we have premiums that increase each year, with coverage that been cut in half (Bill Clintons gaff was spot on “this crazy”.)

  49. Tell me again. How do government subsidies lower the overall cost of medical care insurance? They actually make it even more expensive for lots of people, add tons of bureaucracy with those costs, and further divide us into named groups and unmentionables.
