Country Determines Your Standing Through Use Of Surveillance Video, Plans To Have 600 Million Cameras By 2020

BEIJING (CBSNewYork) — China is rolling out a high-tech plan to give all of its 1.4 billion citizens a personal score, based on how they behave.

But there are consequences if a score gets too low, and for some that’s cause for concern, CBS2’s Ben Tracy reported Tuesday.

When Liu Hu recently tried to book a flight, he was told he was banned from flying because he was on the list of untrustworthy people. Liu is a journalist who was ordered by a court to apologize for a series of tweets he wrote and was then told his apology was insincere.

“I can’t buy property. My child can’t go to a private school,” he said. “You feel you’re being controlled by the list all the time.”

And the list is now getting longer as every Chinese citizen is being assigned a social credit score — a fluctuating rating based on a range of behaviors. It’s believed that community service and buying Chinese-made products can raise your score. Fraud, tax evasion and smoking in non-smoking areas can drop it.

China’s growing network of surveillance cameras makes all of this possible.

“It can recognize more than 4,000 vehicles,” Xu Li said.

Li is the CEO of Sensetime, one of China’s most successful artificial intelligence companies. It has created smart cameras for the government that can help catch criminals, but also track average citizens.

“We can tell whether it is an adult, a child, male or female,” Li said.

Ken Dewoskin has studied China’s economic and political culture for more than three decades. He says how the new scoring system truly works is kept secret and could be easily abused by the government.

Tracy: “How far into people’s daily mundane activities does this go?”

Dewoskin: “Well, I think that the government and the people running the plan would like it to go as deeply as possible to determine how to allocate benefits and also how to impact and shape their behavior.”

The fear, of course, it that the government may use this social credit scoring system to punish people that it deems not sufficiently loyal to the communist party, Tracy reported. And trying to clear your name or fight your score is nearly impossible, because there’s no due process.

      Socialism and communism are two different things. One is about dismantling power structures in business so that people own more of the wealth they create, and the other is about building an authoritarian state that seizes all property. Lots of confusion around the two terms, but they’re not really similar at all.

          That’s painting with a very broad brush, since it’s impossible to find a definition of socialism that everyone agrees on. I think it’s better described as a category of political views, with some sitting at the far left, some sitting at the far right, and some in between. Some describe it as compatible with capitalism and some don’t. Some believe in state control and some are closer to anarchism. It’s probably not correct to say that every variant of these views is a precursor to communism

        A) You are aware almost every single one of these supposed non-socialist communist states actually describe their states as socialist states. The political parties that are communist describe themselves as socialist.

        B) If you want to dismantle the power structures so that the people can control more of the wealth they produce then it seems that you might want to endorse the free enterprise system since every individual is free to control the wealth they produce. Unless you are saying business owners don’t use their money for their own purpose.

Answer: only through the police powers of the state. To do what? Take the property of someone and distribute to others. What is it called when you fully accomplish that? Socialism and communism allow people to own more of what other people produce and both are the enemies of liberty.     when I was a kid in school we studied the evils of this type of orwellian surveillance in Social Studies Class…’s kids learn about sex changes, grievance mongering and statue removal in Social Studies Class…so no one should be surprised about the direction our country has taken…keep the gas pedal to the metal for MAGA!

    This is really creepy! Sure, in the beginning it will be easy to categorize behavior like smoking in the wrong place, getting parking tickets,etc… But eventually the list of bad behaviors will cover things that are not so clear. The article also mentions automation of the process. When your social score is determined by an “intelligent” computer system, you will have no way of challenging your score or even understanding why a score is low.
    Even worse, what if you offend (or fail to bribe) the wrong government official?
    Will there be “Social Re-Education” for those who’s score gets too low?

This episode filmed in 2015 illustrates exactly this thing well. Like; Low rating lets you only rent cheap, older e-cars, these cannot use all charging stations, leaving you stranded by a station for never cars only. Etc.
