New York State Senate Passes Bill Limiting Use Of Solitary Confinement

NEW YORK (CBSNewYork) -- The New York State Senate passed a bill Thursday limiting the use of solitary confinement.

It's called the HALT Bill, or the Humane Alternatives to Solitary Confinement Act.

Under the legislation, solitary confinement would be limited to 15 days. After that, individuals would be transferred to a rehab unit for evaluation.

The bill also bans the use of solitary confinement for anyone pregnant, with a disability and anyone under the age of 22 and older than 54.
