A New York Civil Liberties Union study released Tuesday said African-American and low-income youth — particularly those with special needs — are arrested in city public schools on a disproportionate basis.

New York City ranks last among major U.S. cities in providing free breakfasts for kids who qualify for them. The free meals are only available in a quarter of city schools, and only one-third of eligible students are eating them.
