NYPD Commish Kelly Credits ‘Proactive Policing’ For Continuing Drop In Crime

In his State of the NYPD address Wednesday, police Commissioner Raymond W. Kelly credit “proactive policing strategies” with keeping the murder rate in New York lower than that of any other major city, as well as preventing terrorist attacks.

Moira Ann Smith was one of 23 NYPD officers killed on September 11th. She evacuated hundreds of people out of Tower Two on that fateful day.
