Child welfare officials in New Jersey failed to connect concerns of child abuse and domestic violence in the case of a 2-year-old whose father is accused of tossing her to her death still strapped in her car seat.
The meeting came as two separate cases involving fugitives with ties to both New Jersey and Portugal are being fought over in U.S. and Portuguese courts.
The victim, identified as 50-year-old David Ivins, is also seen on video being tackled, punched, pushed, kicked, kneed and mocked by his assailants.
U.S. Marshals arrested 27-year-old Arthur Morgan III Tuesday in California after receiving a tip he was staying with friends in the San Diego area.
Morgan had been on the run ever since little Tierra Morgan-Glover was found face-down, strapped in her car seat and partially submerged in a stream last week near Shark River Park in Wall Township.
Police said Arthur Morgan, III, picked up 2-year-old Tierra Morgan from her mother Monday around 7 p.m. for his court approved visit, but never returned.
