Mom Accused Of Abducting 8 Children Tells Her Side Of The Story

NEW YORK (CBSNewYork) — After their week on the run ended Monday night, the Queens woman who allegedly took her own children from child welfare last week spoke out Tuesday and made some strong accusations while in police custody.

Shanel Nadal, 28, was arrested in Harrisburg, Pennsylvania along with the eight children’s biological father, Nephra Payne. The children were unharmed and are now in the custody of Dauphin County Children and Youth Services.

“Any mother who’s going through this — do what you got to do to protect your kids,” Nadal told reporters, including CBS 2’s Christine Sloan.  “I love y’all so much.  You know what mommy doing.  Mommy did this for y’all.”

Shackled and looking tired, Nadal said “make sure you don’t abuse them no more” before getting into a police cruiser. When asked by a reporter who she believed was abusing her kids, Nadal replied “foster care and I’m tired of it.”

New York City’s Administration for Children’s Services said it has not received any complaints against the foster parents.

Nadal, her children and their father Nephra Payne were found by police as they prepared to spend the night inside a parked black van, which had no plates.

NYPD detectives said a tip brought them to the neighborhood and that when they got to the area, it looked like the family was about to turn in for the night.

Police say Nadal snuck them out of the Forestdale Child Agency in Forest Hills during what was supposed to be a supervised group visit last week.

Investigators say Nadal and Payne spent the last week first driving to South Carolina, where they lived previously, and then back north to Harrisburg where Payne has family.

Nadal lost custody following allegations of abuse by Payne.

The Payne siblings, seven brothers named Nephra and one sister named Nefertiti, range in age from 11 months to 11-years-old.

All of the children were in foster care at the time of their abduction.

A separate investigation into how the children were absconded Sept. 19 from Forestdale Child Agency in Queens during a supervised visit is still continuing.

The city’s Administration for Children’s Services, which hired the agency to host the visit, said, “ACS is reviewing with the foster care agency the protocols it has in place for supervised visits and its campus security system. We will share the results of that investigation once it is completed.”

Nadal is being held on $200,000 bail.  The Dauphin County District Attorney says Nadal’s extradition hearing is set for next week. Payne collapsed while in custody and was taken to Harrisburg Hospital. He still faces arraignment.

    everyone wants to bitch about welfare mothers and how they are harming society, but NO ONE wants to know the TRUTH of the matter. it’s the FOST/ADOPTS that are bleeding the country dry> Don’t have social security that you paid into all these years when you get older? you can’t blame the welfare mothers, but you CAN blame the GOVT for providing the fost/adopt parents with YOUR social security money. In FACT, a fost/adopt parent gets about 4 TIMES more money than welfare parents get. Stick that in your pipe and smoke it.

The social worker went so far as to use mental torture with me to throw me off balance right before court. They DON’T give a damn about the KIDS, all they care about is the MONEY. When a child is stolen from their natural parents, the state gets a check from the gov’t. money form the real parents, and money from the foster parents as well. It’s even WORSE if they can say the child is special needs, which is WHY they drug so many kids. My son was drugged after he was taken from me. he’s just NOW getting over it all> And he wants to come home because the asses that adopted him treat him like GARBAGE!

    What other agency devotes itself to bloodhound hunting of parents who are scared to death and running from agents of the devil itself to keep their offspring? What other country has the sophisticated arrangement in place known as foster care and adoption?? A business or service provided to all wealthy applicants, those with MONEY to PAY for children OR slaves.
    The entire “game ” is about MONEY. Taken from the poor and given to those seeking riches is all the system plays. Welfare recipients are naive. And when many DO realize the trap set for them, it is too late OR, they became too dependent upon a system that has ONLY its OWN interests in mind.
    Slavery is designed for the master, NEVER for the slave to benefit. That is WHY foster care/adoption by strangers is dangerous to children..NO ONE accepts responsibility for the unknown, especially for 10 to 18 years. Sis Nadal and spouse should SUE until the system gets the point and returns THEIR MONEY to them..Giving them a 4 bedroom home, automobile and all amenities needed to ensure a safe, responsible environment to grow up in.
    BUT, thats NOT gonna happen. WHY because they are viewed as SLAVES,

    If someone adopts all 8 kids from the foster care system they will get over $100,000.00 tax credit and and a monthly adoption subsidy they should be doing pretty good at the tax payer and family expense. The state will get a handsome bonus as well. And all the other people making money off these kids foster care agency adoption agency LGAL judges psychologists. Wow no wonder they take so many kids oh and leave the ones who really need help after all who would want them

    The story says that there were allegations of abuse. What most of you don’t realize is that child protection doesn’t have to have proof. They can come in and just take your children. Yeah you can get them back after years of going to court, not to mention the cost for lawyers. I applaud this mother; if I thought for 1 minute that my child was being hurt I would do ANYTHING in my power to protect my child. There are too many cases of abuse in foster care to count. Many times worse or the same that was going on at home. Why don’t some of you look up the case in Florida from last summer? Twin brother and sister, the foster father doused the children with chemicals. The boys sister died.

    There are similar stories all of the country. Before you sheep keep sticking up for child protection, try doing your research. So how many people are trying to justifiably sue them for hurting their families. See how many children are being abused. Find the statistics. You people need to learn how to use your brain and think!!

          I’m a social worker and although i don’t work for ACS i can tell you and everyone else for that matter that a lot of the abuse or neglect suffered at the hand of foster parents go unreported because ACS/supervisors and court judges are too lazy to do the paperwork .

          when something does happen to these kids the first person at fault is the case worker assigned to monitor these children .

          There are some good social workers that work for ACS but when they try to do something to help these kids i.e., REMOVE them from the foster parents OR bio parents homes they are often stopped by guess who??? JUDGES and SUPERVISORS!

          When i worked upstate ROCHESTER *MONROE COUNTY* I’ve seen judges REFUSE to remove kids from abusive parents and foster parents MANY TIMES!

          someone needs to investigate these family court judges

    I think Shanel suffers from some type of mental issues and yes is in need of help. As for the husband, possibly the same, but I’m leaning towards another issue about him. Let’s all hope that this does not create and issue with the children during their growing years to hate society for what it has done by breaking up the family. I think this is what Shanel wanted, to be as a family, something to build a life upon. Only time will tell.

My children are a blessing to my husband and me and to others. They are clean, happy, intelligent, well-adjusted and well cared for.

    Also, the statements that children are so expensive and that this woman must have been getting money from the government are not even backed up by anything in these articles. As a matter of fact, other articles state that her children were placed in foster care because of domestic dispute between the children’s mother and father, nothing to do with neglect or mistreatment of the children. Then when the older children were taken, the woman hid her eighth child (born after the government abduction) and for this they threatened her that they might begin proceedings to permanently terminate her parental rights. People are just being racist, classist, and anti-children and assuming that a black family must be poor, or that a family with many children must be poor. It said in other articles that the couple had 2 cars so they certainly have at least a fair amount of money. Children from large families are generally much happier, well-adjusted and less selfish than from small families. And the parents are generally more selfless as well.

    And for the government to so unjustly rip children away from all these parents who clearly love them and care for them just makes me so mad. Meanwhile, they hypocritically look the other way when people murder these babies by the millions in their mother’s wombs. So it’s not as if they actually care for children. This world and country are just horribly unjust and oppressive.

In this day & age, when people can abhor others, a race, a religion etc. of which they know nothing about, it says alot.     Speaking as a Grandmother of grandchildren who are in the system I know exactly how my daughter would feel and i guess that she feels the same way that Miss Nadal feels about her 8 children being taken from her and put in foster care, all that she cared about was her children and heir welfare, granted she absconded with them out of fear that they will now ner be a family ever again because of this infraction that occurred……..The agency Forestdale does not care one way or the other that ay woman’s children is taken away from her no matter what the situtation is, all that they @ the agency is that the children wil be better off without their parent(s) in their lives which is a direct falsehood all around,In the case of my grandchildren their mother has not be given the proper respect or ability to be their mother, which is something that Forestdale desn’t want for my grandchildren to have Nor does ACS want that for my grandkids either…………These two agencys are made up with uncaring and very heartless people whose main objective is to destroy any hope that the natural parents have of ever getting their children returned to them, also they see to it that the grandparent(s) does not see the children as well.       are they really safe? I’m a case worker and i can tell you that sometimes these kids jump right out of the pan and straight into the fire when they enter foster care.

      allegations of rape, forced prostitution, physical/mental abuse and even murder of foster children often doesn’t make the news.

      There had to be a reason why the parents risked it all to take their children out of they system.

These kids are beautiful, please sit down to find a good solution for their lives. Remember, they are good samaritans, who could them.     Agree with the fact that we cannot judge without knowing the details, and with CPS involved, it is never clear cut. Those who believe that CPS only intervenes when true abuse or neglect exists are living in dreamland. Maybe these kids were abused or neglected; maybe not. Maybe they just didn’t fit someone’s ideal view of IDEAL parents. Who knows. Sometimes CPS leaves kids to die. Other times they take kids that they shouldn’t. Occasionally they get it right.

    From earlier reports I read, this mom and dad had been jumping through all the hoops, doing all they were supposed to do, but CPS was still talking about terminating their parental rights. This happens more than you’d realize if you are the average citizen; CPS sets forth requirements and a “plan” but often hinders the parents completion of that plan. For example, parents are supposed to visit 1x a week, but CPS reschedules often, later this is used against parents for “not visiting”. As time goes by with this kind of hindrance, the system says “Oh look, these kids have been in foster care too long, time to get them adopted”… who, in that situation, wouldn’t freak out and take their kids?

      Sherrilyn, Your comment has a true basis. NY ACS needs an internal investigation. How many children have literally died under the “watchful eye” of ACS. People/angry baby daddy..new girlfriend/ex’s use ACS’s hotline to seek revenge and get people in trouble with false allegations. This world, particularly NY is overpopulated with single family homes raising children. Some how through the Grace of God this guy managed to stick around for the job. I say the Dis. Attorney should investigate exactly what has happened in this case. If this woman was a danger and her children were in detremental danger, why would she be allowed to have visitation..or so-called “supervised visitation ?? The children all appear (visually) to be well-cared for and healthy.
      The media and it’s buddies have a tendency to inflate exactly what has happened to maintain THEIR jobs. There is no means to define what has happened here as an “ABDUCTION”, THEY ARE THEIR CHILDREN AND IT IS THEIR RESPONSIBILTY TO CARE AND PROVIDE FOR THESE CHILDREN.
      If whatever has happened and it wasn’t necessary for her to be hospitalized or imprisoned then I can’t imagine why she cannot continue has job as MOTHER.

CPS has become a place where political activism has replaced justice for the families subjected to this type of intervention. Foster care and daycare have become breeding grounds for the future criminal class of people, forced there by those who desire to maintain the complex. Thanks for your enlightened response.

    We really cannot pass judgment on this story without additional facts. What did they do to lose custody? Did they lose their kids only because they were too poor? Did the state wrongfully take away the children instead of providing assistance? Did she have a mom to help her? It is a very natural desire to want to have your family all together with you. How heartbreaking must it be to be branded a criminal because you desire to have a big happy family instead of wondering what kind of crazies have your children under their roof. No one should be too labeled too poor to have a family.

    On the other hand, if this woman was a drug abuser that put these kids in harms way day in and day out then this is just a tragic story all the way around.

    I certainly do not trust the state system enough to give it the benefit of the doubt. i would like to learn more about what happened here before forming an opinion.

    I am so relieved that these children have been found. My question is…why wasn’t there visit being supervised? I understand that you want to give some “privacy” however, with her kind of background supervision should have been administered. Could you even begin to imagine what the children are feeling. I have been thinking all week about this story, hoping and praying for the safety of those innocent children. Not every woman is meant to be a mother and in this case she had her first child way to young. I don’t know her past, but she shouldn’t of had 8 children. I hope that these children get the proper care they need and deserve. After all…they were not asked to be brought into this world. I also hope that the foster care place in queens changes the way its run.

      I have read many articles about this case and I don’t remember anything standing out. Having kids young is not smart, but does not always equal abuse or neglect. Having many children is often frowned upon but again, doesn’t always equal abuse/neglect. And remember, they all have the SAME FATHER which is amazing in our day. I am just curious as to your reasoning behind the statement that she shouldn’t have had these kids. We don’t even know why CPS took them, really, and we never will… so all we can do is guess.

We may not know the full details of the story, but when it all comes down to it…its all about the children. If she was abusive to these children then they should have been supervised.     “Lost” my Jabra proprietary bluetooth headset charging cable a few months ago. But mistakenly put it in shopping bag while cleaning the car.     Well, thank goodness they were at least together and perhaps the kids were safe. With the amount of children she has had with only about a two year break I assume its fair to say she is overwhelmed. Women have the tendency to suffer from post-partum depression if they feel this way or if they feel they have no help from the spouse. It can be a great deal of stress with raising children from birth. Crying, diaper changing,nursing, feeding, lack of sleep on both mother and child and housework. Some men can’t begin to imagine the 24hr. job raising children can be. From what I can tell, he was there during the conceiving of all children ( God they all look just like him ) but not when the going got tough. He reported her for abuse and probably had no idea what was next to come. I pray this mother will get the help and BIRTH CONTROL she so desperately needs to continue to be a good mother to her children.
