EAST QUOGUE, N.Y. (CBS 2/WCBS 880) — She was declared dead – but she’s as alive as you and I.

Carol Combes is the official historian for the village of East Quogue, Long Island. She cares for headstones and writes local obituaries.

In June, she was aghast to learn that she was dead. In fact, she had been declared dead for more than a month.

“I’m on the computer and am in the Social Security death index, and I’m scanning down and all of the sudden, whoa!” she said. “There’s my name, Carol Combes, where I was born, when I died.”

Combes was quickly cut off from bank accounts, medicare and more.

Ancestry Web sites even publicly listed her presumably ‘dearly departed’ Social Security number – that was still active. 

“Every account I had was frozen, no matter where it was at,” she said. “I was left with just pocket change.”

 Since then she and her husband Rich have collected hundreds of documents, made endless trips to social security officers, and spent hours on the phone with government workers who finally solved the riddle.

 They traced the error to a clerk in Alabama typing  in the wrong nine digit number.

A spokesman for Social Security says Combes’ record has been corrected. They’ve since apologized, but Combes thinks it’s something that could’ve easily been avoided.

 “To the Social Security Administration, you’re nothing but a number,” Combes said. “And when that number goes in, they should research it a little better.”

Even so, and despite being stuck swimming upstream against the government, Combes, along with family and friends, are finding humor in it all.

“I’m glad you’re alive,” said Richard Combes to his wife. “I’m glad I didn’t miss your funeral.”

 Carol also gets a good laugh out of it. 

“They say to me, ‘you look pretty good for dead’,” she said.

 The Social Security Administration tells CBS 2 that they will continue to monitor Carol’s situation because the IRS, VA Hospital and banks may be slow in getting the correction.

 Some of Carol’s assets remain frozen.

    Wow! That would be great! The Federal government passed legislation which allows government to award your property, home, car and assets to a foreign national spouse who entered a fraudulent marriage to expedite their U.S. immigration process. All of this is done without due process or equal protection for the U.S. Citizen. The illegal immigrant must simply get married and then make false claims of abuse to expedite their immigration process via an immigration loophole in VAWA law. I haven’t paid Federal taxes in years and I won’t again until I have recovered what the government stole and bestowed upon another under fraudulent pretenses.

    About the Social Security problem. This has been ages ago when a child could get benefits off their father if they were in college and under a certain age. I had a check stolen from my mailbox and it took 2 years with my going in to the office every month to get it cleared up. Finally they requested a copy of the particular signed check and compared it with my handwriting and determined I had not signed it. That should have been the FIRST thing they did. And now with everything I have paid in over the years, not only do I have to wait until 67 to draw, but I am looking at it not even being there. How fair is that???

    It seems inconceivable to me that a nation of 300 million can not replace 545 people who stand convicted — by present facts — of incompetence and irresponsibility. I can’t think of a single domestic problem that is not traceable directly to those 545 people. When you fully grasp the plain truth that 545 people exercise the power of the federal government, then it must follow that what exists is what they want to exist.

    If the tax code is unfair, it’s because they want it unfair.

    If the budget is in the red, it’s because they want it in the red.

    If the Army & Marines are in IRAQ, it’s because they want them in IRAQ

    If they do not receive social security, but are on an elite retirement plan not available to the people, it’s because they want it that way.

    There are no insoluble government problems.

    Do not let these 545 people shift the blame to bureaucrats, whom they hire and whose jobs they can abolish; to lobbyists, whose gifts and advice they can reject; to regulators, to whom they give the power to regulate and from whom they can take this power. Above all, do not let them con you into the belief that there exists disembodied mystical forces like “the economy,” “inflation,” or “politics” that prevent them from doing what they take an oath to do.

    Those 545 people, and they alone, are responsible.

    They, and they alone, have the power.

    They, and they alone, should be held accountable by the people who are their bosses.

    Provided the voters have the gumption to manage their own employees.

    We should vote all of them out of office and clean up their mess!

    Have you ever wondered, if both the Democrats and the Republicans are against deficits, WHY do we have deficits?

    You and I don’t propose a federal budget. The president does.

    You and I don’t have the Constitutional authority to vote on appropriations. The House of Representatives does.

    One hundred senators, 435 congressmen, one president, and nine Supreme Court justices equates to 545 human beings out of the 300 million are directly, legally, morally, and individually responsible for the domestic problems that plague this country.

    I call BS on part of this reporting. All the woman had to do is come into her local office with valid identification. Bingo..two or three days later she is resurrected. This is typical of shoddy journalism that is done. Did the journalist contact Social Security to find out the policy to “bring someone back from the dead?” No.

    This happens frequently due to antiquated systems containing CABALT programming that allow for easy human error. With workloads more than doubling ebery 7 years due to the aging populace, new government entitlements, law changes, court cases, and brain draining from the agency, unfortunately, accidents like this will happen more frequently.

      The problem is the person supposed to be “dead” doesn’t know there was mistake on their SS records for at least a full month when no check comes or until the repercussions start — like bank accounts being frozen, checks bouncing and all the attached fees start ! This woman just happened to see her own SS record. In other words, you can’t fix it if you don’t know it’s broken ! And as another person this happened to said, the government couldn’t figure out how to reimburse him thousands of $ in such fees–which also resulted in tanking his credit!
      Granted the journalist should research what he/she is writing about and I can sympathize with anyone working within the maze of government bureaucracy,
      HOWEVER, the problem caused by this “mistake” is very real when it happens to you personally.

    Social Security Cards up until the 1980s expressly stated the number and card were not to be used for identification purposes. Since nearly everyone in the United States now has a number, it became convenient to use it anyway and the message was removed.
    Franklin Roosevelt, a Democrat, introduced the Social Security (FICA) Program. He promised:
    1.) That participation in the Program would be Completely voluntary; No longer Voluntary
    2.) That the participants would only have to pay 1% of the first $1,400 of their annual Incomes into the Program; Now 7.65% on the first $90,000
    3.) That the money the participants elected to put into the Program would be deductible from their income for tax purposes each year; No longer tax deductible
    4.) That the money the participants put into the independent ‘Trust Fund’ rather than into the general operating fund, and therefore, would only be used to fund the Social Security Retirement Program, and no other Government program, and, Under Johnson the money was moved to The General Fund and Spent
    5.) That the annuity payments to the retirees would never be taxed as income.

    I had my birthday changed by the SSA without my knowledge. I only found out when the IRS notified me the info I provided on tax forms didn’t match that provided by the SSA.
    I went to the local SSA office, and they just couldnt correct the date. I had to re-apply for the same ssn.

    This also happened to me in in August 2006. On Aug 3, 2006 Soc Sec deposited my monthly payment in my bank account. On August 18th SS withdrew it. As a result checks for bills I pay began to bounce for insufficient funds, $35. overdraft for each check. I called Soc Sec. and no one knew any information. The rep I first spoke with told me they had no record of my problem, but a representative would check it out and call me later, No one called. I had to go down to the local SS office to prove that I was alive. I contacted my congressman and he assisted in helping me. Even then it it took
    two months before my payments were reinstated. I received no reimbursement for the numerous overdrafts I was charged by my bank. I did receive a letter from the Office of the Commissioner who stated that less than 1% of errors like this occur and that essentially these errors are so few they aren’t worth checking for accuracy.

    Just think what Congress or the Fed can do with your retirement and bank accounts anytime one of them wants.

    We are told to keep a three day supply of food and water for emergencies. About 30 days worth of money would be a good idea, too.

      John, Good thinking. I think 3 months cash if possible would be better. Joint account are not really good when one passes. . Each person should have some kind of an emergency account in their name only for such emergencies…. iI can remember the old timer saying when a spouce passes away get to the bank imeadiatly and draw out all the money and say nothing…….Maybe we should come back to their way of telling it……

    It should be, “…but she’s as alive as you and I.” Break the clause into two parts and you’ll see: “She’s as alive as you (are)” and “She’s as alive as I (am)”. Ergo, “She’s as alive as you and I.”

    Please make a note of it.

    I wish the federal government would declare me “dead” so my family could receive the social security benefits I have been fighting for over these past 5 years as a disabled American – the social security administration is quick to deny disability benefits despite mountains of medical evidence to the contrary, while they spend millions on “conferences” at 5-star resorts….in Arizona????

    The fundamental problem is that SSN’s do not have internal checksums. A mis-typed credit card number is very unlikely to be a vaild credit card number, the internal checksum will almost always be invalid. SSN’s lack this check, so an mis-typed SSN is quite likely to be another valid number

    If they can’t even accurately maitain simple data such as whether or not someone is dead or alive, how on earth can they successfully operate this health care monstrosity? The obvious answer is, or course, that they can’t. Government-run programs are neither ever efficient or effective.

    Come November we must try to find people to elect who will be statesmen, not politicians. Statesmen try to shape legislation to ensure that private industry is effective.     This also happened to my wife. It took three months to correst SS and Medicare. Her secondary insurance was also cancelled. We found out about it whrn we received a letter from SS saying they were soory my wife passed away and also we owed them one months SS overpayment. When I called SS to find out how this happened they said it was not unusual but could not tell me how it happened.

    PROBABLY the result of illegal aliens stealing her identity. It’s one of the hugest problems that never gets discussed when it comes to open borders. Arizona has horrible problems with identity theft. Usually it’s young kids that are the victims because they obviously don’t check their credit scores or have any use for the Social Security number until they are adults. That makes their number much more valuable to those stealing it — it can go on for years with no one detecting any problem.

        How about reduce the tax burden on the people that are creating jobs, eliminating the monopoly exclusion for health insurance companies, allowing insurance to be purchased across state lines, tort reform (not elimination, just reform), less government intrusion into the daily life of citizens, properly regulating immigration (simplify legal immigration and enforce the laws against illegal immigration), reduce the deficit (yeah, Bush didn’t help, but Clinton didn’t really either despite common perceptions), and a whole lot more. If government follows reasonable monetary policy and does not create onerous taxes on income, the economy will improve. Also, stop mandating that banks must loan to those that don’t qualify. (That goes back to the Carter days). I am not a tea partier, but I do share some sympathies.

Don’t frighten small business with UNCERTAINTY on TAXES and the HEALTHCARE so that they can PLAN their businesses.

        AND, remember, it was the DEMS – Clinton, Dodd and B. Frank that MADE the banks and FANNY AND FREDDIE give loans to those WHO COULD NOT PAY that was the major cause of the economic failure, David.

Cut the dividend and capital gains taxes to individuals so they have even more money to spend. That spending will drive small businesses to create more products and services which will require more personnel. Sounds like a plan to me.         Actually, David, there are “plans” promoted, if you know your sources and take time to look. The backbone of the economy happens to be the free market and enterprising individuals who have built up small businesses. When the current system makes it harder for these smaller businesses to operate, and bails out the “too big to fail” corporations, then we are cutting the legs out from underneath the table, and putting it on the backs of the people. I know, because I have been of those enterprising small businesses, who pays out more percentage wise in taxes, fees, licenses, and other “operational expenses” that are regulated by the government than most corporations and large institutions do. When attempting to hire an employee, there are more regulated expenses that are higher percentage wise for small businesses, than there are for those larger institutions. Let’s fix the regulatory “system” that further burdens the small business entrepreneur and creates loop holes or bails out larger ones. The more employed, the better the economy. How’s that for a plan, eh?
