The City Council has sued the mayor over it.

Speaker Christine Quinn calls the policy cruel and punitive.

"All we are trying to do is establish if you have private means, you should do it. If you don't, this city is willing to reach into its pocket and to make sure that nobody sleeps on the streets. But that doesn't mean that we're gonna pay everybody's rent," said Bloomberg on Wednesday.

They mayor said the government does not have the money to provide services to people that don't need them.

Quinn has argued that homeless shelters are so bad that only those with no other option would ever go to one in the first place.

Bloomberg said the lawsuit has not changed his "enormous respect" for Quinn.
