Manhattan District Attorney Cyrus Vance Jr. says many guns used in crimes in New York City come from other states.

"A vast majority of guns coming into New York City are coming in from out-of-state," he said. "As to whether each of them was illegally sold or not, I can't answer."

Vance says people who need guns for protection in Florida don't necessarily need them in New York City.

But proponents of the law say it's rare that a gun legally carried is used in a crime.

Vance said should the law pass, he'll work closely with the city on a challenge.
